has not received on deposit at interest since March 1895 any

portion of the Treasury monies available in accordance with

the contrary and if the matter has been merely an oversight

perhaps Your Excellency would give directions that the Trea-

sury in future divide the Government deposits between the

Banks as was manifestly the intention of the Secretary of

State's instructions.
